Assessment of Hu Jintao's tenure finds regime's 'social contract' with its people 'fragile'

A State Department cable assessing Chinese leader Hu Jintao's final five years in power concluded that Chinese policy will remain unchanged in seeking continued Communist Party control "through continued rapid, market-oriented, economic development and incremental, but limited, political reform." The communist dictatorship's main concern will be to maintain social stability, the Feb. 22, 2008 cable said, revealing details not shared with the public about Beijing's goals.
