A former Pentagon technology security official told Congress last week that China's development of its first aircraft carrier, the refurbished Soviet carrier Varyag, was a classic "denial and deception operation." In testimony before the House Foreign Affairs subcommittee on investigations April 15, Edward Timperlake outlined the carrier deception program.
