TEL AVIV — The military has come under attack from the intelligence community and government officials for failing to stop the systematic theft of top-secret documents by an army clerk. Anat Kam, who worked in the office of then-Central Command chief Maj. Gen. Yair Naveh, has admitted to stealing more than 2,000 documents, which included strategic intelligence and details of weapons, combat doctrine and secret operations.
