Senior Gen. Liu Yuan’s remarks about “war being the last option” have raised doubts about commander-in-chief Xi Jinping’s ability to forge a consensus about using tough tactics against Japan and the United States.

Gen. Liu, who is Political Commissar of the People’s Liberation Army’s (PLA) General Logistics Department, pointed out in a commentary published on Feb. 4 that “while for soldiers war is the only choice, it is the last option for a country.”

He added in the article, which was published by the official Global Times, that China’s foremost task was to “seize the strategic opportunity” to develop its economy.

Gen. Liu, 62, who is the son of China’s first president Liu Shaoqi (1898-1969), hinted that China should avoid playing into the hands of the Japanese and the Americans, who, he said, “are using a thousand and one ways to impede China’s [economic] development.”
